External performance measurements were introduced based on the new educational politic orientation on the output of learning processes to identify the level of competency of pupils and check the implementation of the educational standards. The researched comparison tests are executed in all German federal states in some relevant subjects. They must be credited with manifold functions for individual diagnostic, for educational monitoring and basically for school development. The prime recipients are the teachers and the school management on the micro-level of the education system. With a comprehensive performance measurement should be started frameworks. In addition should be achieved a stronger anchorage of the educational standards and the didactic of a competence-oriented teaching. The focal points of interest are the utilization processes of the pupil results in the comparison tests in schools and their effects on school development. The available studies have shown no clear results of the utilization of comparison tests. Furthermore it is unclear, to what extent the analyses of the tests and the resulting measures support the school development and the competence-oriented teaching. The available studies provide consequently only a few insights to the real utilization processes in schools and their effects on quality assurance and development. This dissertation investigates at first the potential of the comparison tests for school development. This is leading to the question how this potential is actually used for school development. In addition the factors were analyzed, which influence the utilization process supportive respectively arrestive. To answer these questions a qualitative study was implemented on twelve Hessian grammar schools, which was appraised by the use of the qualitative content analyses.
