The “endogenous growth theory” and the “theory of economic development” overlap considerably. They make complementary recommendations to the development policy to promote economic growth and economic development, and emphasize human capital and entrepreneurship. Empirical, it has been shown that the Jordanian development policy overlap strongly with those recommendations. Jordan promotes human capital and entrepreneurship through various programs and initiatives and promote the education system successfully. Jordan has shown that despite financial weaknesses growth and development are possible if knowledge and human capital are promoted. Nevertheless, Jordan faces many obstacles which hinder the further development of human capital and entrepreneurship such as population growth. Through the concept of "creation of a new entrepreneurial generation" and based on the development potential of Jordan and on the theoretical recommendations I’ll try to reduce the already mentioned barriers or in spite of these obstacles to promote human capital and entrepreneurship in Jordan without causing any additional costs. With this concept, I’ll try to create a new generation that is aware of the importance of gender equality, education, research and innovation for economic growth and development. The high development potential of Jordan and the high level of political will in Jordan smooth the way for further initiatives and development projects such as the concept of "creation of a new entrepreneurial generation." The path that Jordan has taken and the expected benefits of this concept are not limited to Jordan. All other Arab countries can improve their economy by creating a proper development policy and strategies. The experience of other economies and countries, and many good theories and useful knowledge can be used to shape a promising development strategy. This knowledge is available, what is required is the correct implementation of this knowledge. For that political Will, high quality human capital, well-thought-out national strategies, and entrepreneurial characteristics and skills are necessary. This involves skill, the will and allowance.
