Table of Contents: The development of social systems in Germany is the main issue of my dissertation. The following questions will be asked, how and why did the german social systems change in the second half of the 20th century? What factors leaded to such kind of change? Why can neoliberalism rise again? What is the relationship between the fall of the welfare state and the rise of the neoliberalism? Etc. In order to explain the changes of german welfare state during the second half of the 20th century, it is necessary to review the german history in the 19th. century. Generally speaking, this research will be limited in the period between the end of the Second World War and the end of 20th century. This study is constructed with the following three aspects: first, the social system itself in Germany, the birth and the change of the social system; second, the dynamical influences among the political, economical, social and culture fields which changed the social economical conditions for the welfare state in Germany; third, the rise of the neoliberalism and the influence of neoliberalism to the german welfare state. Each of the three aspects has connection to the other. It is helpful to use the analysis of these connections to explain the change of the german welfare state. Further more, those analyses are also suitable to explain why the german welfare state is getting closer and closer to neoliberalism in policy, economy and culture. This research takes a view from macro-level. Its goal is to figure out the tendency of the development of social systems in Germany and to explain it. Therefore, it is different from the studies with a view of micro-level which concerns more on the details of each social insurance or the policies of each government. The statements will be focused mainly on the facts, for example, some statistics or policies, which could be observed in german society. To emphasize is that the use of those empirical details serves as proves to support my arguments. The main issues of this study can be classified into 4 parts: In the first part, Chapter 1 and 2, the beginning of german social insurance under the rule of Bismarck, the background of the thinking in the 19th century, the continuity of the social systems in the development and the important principles of german social insurance will be introdued. From chapter 3 to chapter 5 can be categorized to Part 2. The social economical conditions after the end of the Second World War, the changes of those conditions and the crisis of welfare state in Germany after 1975 will be the main statements. Further more, there will be statements about the value change because of the success of the german welfare state after the middle of 1960s. The third part of this dissertation concentrates in the chapter 6. The paradox of social systems itself in the “german Model” and the paradox in the german conservative policies will be discussed. The conservative policies are based on the support to the export industry and the familialism. It means the social systems and the policy of the employment support the model of male bread-winner and protect the worker strongly. The statements focus on the analyses about the interactions among the german policies - especially between the policy of economy, family and employment - the world economical development, especially the influence of the globalization, and the changes in the german society in the second half of the 20th century. In the fourth part, the chapter 7, will review the rise of the neoliberalism. The contribution of this study is to find out the paradoxes of german social systems in itself and the paradoxes in the conservative policies. The development of german social systems will be analyzed according to the chronology and the observable facts in order that the readers could logically and systematically win convincible knowledge about the development of welfare state in Germany
