Zusammenfassung:
Zielsetzung der Arbeit ist es nicht, eine weitere Gesamtstudie zur türkischen Außenpolitik hinzuzufügen. Dies würde den vertretbaren Rahmen Sprengen, vor allem aber nicht dem wissenschaftlichen Anspruch einer Dissertation gerecht werden. Zielsetzung dieser Arbeit ist es vielmehr, durch eine theoriegestützte Außenpolitikanalyse die Außenpolitik der Türkei zu strukturieren und sie mit ihren innenpolitischen Determinanten zu korrelieren. Dabei sollen auf der Basis knapper Sachdarstellungen Grundmuster, zentrale Problemstellungen und Regelmäßigkeiten der türkischen Außenpolitik aufgezeigt werden. Hierbei werden die innenpolitische Problemkonstellation im Grundsätzlichen berücksichtigt sowie die Entwicklung zwischen dem Auseinanderfallen des paternalistisch-kemalistischen Konsenses in den 1950er Jahren, der als Abfolge von "Putsch-Chaos-Putsch" zu bezeichnenden Phase zwischen Mitte der 1960er und Mitte der 1980er Jahre und der Re-Etablierung eines moderaten Islam als staatliche Leitideologie unter Führung der AKP. Die Wechselwirkungen zwischen Innen- und Außenpolitik werden dabei mit einbezogen. Dies entspricht einerseits dem Verfahren der Außenpolitikanalyse und ist andererseits für den gewählten Theorieansatz erforderlich, der sowohl inner- als auch zwischenstaatliche Determinanten berücksichtigt. Als theoretische Basis werden zwei grundlegende Konzepte der English School of International Relations gewählt: Der Begriff und die Kategorisierung von Institutionen in der Bedeutung von Grundlagen des Zusammenlebens von Staaten, sowie das Konzept der Society of States, was die Herausbildung eines common sense zwischen den Staaten der Welt oder einer Weltregion sowie dessen Aktualisierung in den zwischenstaatlichen Beziehungen bezeichnet. Simpler ausgedrückt: „Institutionen“ bezeichnet hier nicht Organisationen, Körperschaften etc., sondern die Grundlagen des Staates und der zwischenstaatlichen Beziehungen, wie Souveränität, Territorialität, Menschenrechte, Diplomatie, die Balance of Power und das gemeinsame Management der internationalen Beziehungen durch die großen Mächte (Great Power Management); in der Nahostregion kommen die Religion und der Krieg hinzu. Die Society of States (Staatengesellschaft) geht über ein reines System of States (Staatensystem) hinaus, in welchem die Akteure ohne Empathie, ohne Bemühung um wechselseitiges Verständnis und ohne Verantwortungsbewusstsein für die Nationen insgesamt ihre Eigeninteressen verfolgen. „Society“ bezeichnet nicht eine hochintegrierte, Gewaltanwendung praktisch ausschließende Staatengruppe wie die Europäische Union, sondern einen doppelten Blick der Staaten, der zum einen auf Eigeninteressen und die Mittel ihrer Durchsetzung, zum anderen auf die Bewahrung des Systems insgesamt und die Beachtung ethischer Prinzipien gerichtet ist. Beide Konzepte sind miteinander verwandt in dem Sinne, dass die Society sich auf eine Basis gemeinsam akzeptierter Institutionen gründet. Institutionen bilden die Wertebasis des zwischenstaatlichen Zusammenlebens, wobei eine große Bandbreite vom Minimalkonsens über Souveränität zu einer erfolgreich friedenswahrenden und konfliktminimierenden Staatengemeinschaft mit hohen ethischen Ansprüchen möglich ist. Auch der Krieg stellt eine Institution und keinen Widerspruch zur Konfliktbegrenzung dar. Mit den Konzepten der Society of States und der Institutions zielen die Vertreter der Englischen Schule darauf, Aussagen über den Zustand der internationalen Beziehungen zu treffen und Determinanten der internationalen Politik herauszuarbeiten. Warum werden diese Konzepte als Analysegrundlage in Bezug auf die Außenpolitik der Türkei verwendet? Weil sie einen Mittelweg zwischen exponierteren Analyseansätzen bilden und für die Strukturierung von Außenbeziehungen gerade der Türkei geeignet sind. Denn die Türkei befindet sich an der Schnittstelle zu mehreren regionalen Beziehungssystemen, mit denen sie ein jeweils begrenztes Maß an Gemeinsamkeiten aufweist, was das politische System, die ethnischen, sprachlichen und historischen Identitäten bzw. Wurzeln sowie die religiöse Verortung betrifft. Diese Gemeinsamkeiten determinieren die türkische Außenpolitik in mehreren Hinsichten mit, so dass ein rein von der Akteursebene abstrahierender Analyseansatz weniger geeignet erscheint. Das Analysemodell des Strukturalen Realismus erscheint bzw. erschien hingegen besser geeignet zur Erklärung und Prognose von Handlungsmustern in der bipolaren Konstellation des Ost-West-Konflikts und in der multipolaren Konstellation des europäischen Zeitalters der Nationalstaaten zwischen dem Westfälischen Frieden und dem Zweiten Weltkrieg. Das Modell geht von gegeneinander abgeschlossenen Staaten aus, die quasi-mechanistisch miteinander interagieren. Die Staaten sind darin souverän und autonom, auch in dem sie sich wechselseitig nur wenig beeinflussen. Sie kalkulieren ihre Schritte strikt gemäß ihrer militärischen Ressourcen und ihrer Erkenntnisse über die Absichten des Gegners.
