Zusammenfassung:
Im ersten Jahrzehnt des 21. Jahrhunderts und vor Beginn des „Arabischen Frühlings“ 2011 waren es der Irakkrieg nach 2003 und die Gewalteskalation im Palästinakonflikt nach der zweiten Intifada 2000, die grenzüberschreitend „ausstrahlten“ und politischen Wandel außer- wie innerhalb des Nahen Ostens besonders stark beeinflussten: In globaler Hinsicht manifestierte der Irakkrieg den immensen weltpolitischen Einflussverlust der USA unter Präsident Bush Jr. Im Hinblick auf die Frage regionaler Ordnung zeigten sich die Effekte von Irakkrieg und Palästinakonflikt besonders deutlich an der zunehmenden Polarisierung zwischenstaatlicher Beziehungen sowie an der gesteigerten Vielfalt regionalpolitisch einflussreicher Akteure im Nahen Osten. Jenseits dieser klassisch-geopolitischen Perspektive auf die Wirkmächtigkeit der nahöstlichen Gewaltkonflikte lassen sich weitere, oft weniger sichtbare Dynamiken identifizieren, die unterschiedliche lokale Politikebenen innerhalb der Nachbarstaaten der Kriegskontexte betreffen: Die Flucht von über zwei Millionen Irakern, die sich in den urbanen Zentren Jordaniens und Syriens ansiedelten, hat die sozialstrukturellen Gefüge vor Ort erschüttert und teils massive Abwehrreaktionen der „einheimischen“ Bevölkerungen hervorgerufen. In Teilen Jordaniens, Syriens, der Golfstaaten sowie des Iran sind Ansätze einer vom Irak ausgehenden Kriegsökonomie erkennbar. Schließlich haben Palästinakonflikt und Irakkrieg unterschiedliche Formen identitärer Sinnstiftung, wie die Politisierung religiös-konfessioneller und ethnischer Unterschiede sowie die Ausbreitung eines gewaltbereit-sunnitischen Islamismus, im Nahen Osten befördert. Es ist die Ausgangsbeobachtung dieser Dissertation, dass die Gewaltkonflikte im Irak und in Palästina seit Beginn des 21. Jahrhunderts neben den Re-Konfigurationen globaler und regionaler Politik auch massive Transformationen lokaler Macht- und Herrschaftszusammenhänge bewirkt haben, von denen die jeweiligen nationalen Politikebenen im arabischen Nahen Osten, dominiert von autoritären Regimen, (zumindest bis Anfang 2011) weitgehend unberührt geblieben sind. Entsprechend lautet das zentrale Erkenntnisinteresse der Arbeit, die in der politikwissenschaftlichen Nahostforschung vernachlässigten Dynamiken zwischen regionalen Kriegen und lokalen Ordnungen theoretisch zu erfassen und dadurch Prozesse der Ordnungsbildung im Nahen Osten im frühen 21. Jahrhundert konkret und vergleichend herauszuarbeiten. Die Arbeit verbindet folglich ein theoretisch-konzeptionelles und ein fallbezogen-komparatives Anliegen: Theoretisch-konzeptionell wird ausgehend von der Kritik an der dominanten Transitions- und Autoritarismusforschung (Kap. II), an der primär die einseitige Regimefokussierung sowie die „Kriegsvergessenheit“ moniert wird, ein konfliktsoziologischer Analyserahmen entwickelt (Kap. III), der lokale Ordnungen im Kontext regionaler Gewaltkonflikte erfassen und zugleich die nachfolgende empirische Untersuchung strukturieren kann. Zentral sind hierbei die vier Analysedimensionen lokaler Ordnungen, die aus herrschafts- und konfliktsoziologischen Erkenntnissen abgeleitet werden: Während sich die Analysedimension „Territorialität“ auf die räumlich-soziale Strukturierung der lokalen Ordnungen konzentriert, richtet die Dimension „Sinnstiftung“ ihr Hauptaugenmerk auf die jeweils vorherrschenden Identitäten. Die Analysedimension „Gewaltkontrolle“ nimmt die Formen der gewaltgestützten Dominanz der lokalen Ordnungen in den Blick und die Dimension „materielle Reproduktion“ konzentriert sich schließlich auf die lokalspezifische Wirtschaftsstruktur. Die fallbezogen-komparative Zielsetzung der Dissertation besteht in der detaillierten Untersuchung lokaler Ordnungen im Kontext regionaler Gewaltkonflikte im Nahen Osten – mit einem Schwerpunkt auf zwei lokalen Ordnungen in Jordanien als dem Land zwischen Palästina und Irak: Der im Norden gelegenen, palästinensisch beeinflussten Hauptstadt Amman wird als Kontrastfall die südjordanische, tribal geprägte Provinzstadt Ma’an gegenübergestellt. Vor dem Hintergrund von zwei Kapiteln zu Kriegs- und Konfliktdynamiken im Nahen Osten allgemein (Kap. IV) sowie zur Strukturgeschichte und politischen Rahmenbedingungen in Jordanien (Kap. V) liegt das Hauptaugenmerk auf den drei heuristischen Fallstudien zu Amman im Kontext des Palästinakonflikts (Kap. VI.1), zu Amman im Kontext des Irakkriegs (Kap. VI.2) sowie zu Ma’an im Kontext des Irakkriegs (Kap. VI.3), die jeweils parallel entlang der vier Analysedimensionen lokaler Ordnungen strukturiert sind. An diese detaillierten Fallstudien zur Binnendifferenzierung der lokalen Ordnungen im Kontext von Palästinakonflikt bzw. Irakkrieg, die auch auf Erkenntnissen aus zwei Feldforschungsaufenthalten im Mai/Juni 2006 und 2007 und der Auswertung von 43 Interviews basieren, schließt ein Kapitel mit drei systematischen Vergleichsperspektiven an: zwischen Amman und Ma’an, innerhalb Ammans sowie zwischen den Analysedimensionen (Kap. VII). Die Ergebnisse der heuristischen Fallstudien zu Amman und Ma’an sowie zu den drei Vergleichsperspektiven rechtfertigen die in der Dissertation eingenommene Perspektivenverschiebung auf lokale Ordnungen im Kontext regionaler Gewaltkonflikte (Kap. VIII). Jenseits neuer Erkenntnisse zu den Einzelfallstudien und somit eines eigenständigen Beitrags zur Jordanienforschung lassen sich aus den Fallvergleichen auch Hypothesen ableiten, die zukünftig auf andere Untersuchungen übertragen werden könnten: Erstens zeigt sich, dass die lokale Ordnung der Hauptstadt deutlich stärker als diejenige in der südlichen Provinz von der Wirkungsintensität des Irakkriegs betroffen ist und dass die Auseinanderentwicklung der beiden lokalen Ordnungen über Zeit voranschreitet. Zukünftig sollte eine räumliche Differenzierung nach lokalen Ordnungen beibehalten, aber diese noch auf qualitativ ähnlichere Fallstudien ausgebreitet werden, um genauere Aussagen zwischen lokalen Ordnungen im Kontext des gleichen Gewaltkonflikts gewinnen zu können. Zweitens besteht die deutlich stärkste Wirkungsintensität von sowohl Palästinakonflikt als auch Irakkrieg auf die Analysedimension der Gewaltkontrolle der lokalen Ordnungen in Amman und Ma’an. Die hier sichtbar werdende Relevanz der Dimension Gewaltkontrolle unterstreicht eine wichtige Erkenntnis der Transitions- und Autoritarismusforschung: die Bedeutung der Kontrolle über die Gewaltmittel für die autoritäre Regimestabilität. Während die regimezentrierte Forschung bislang diesen Aspekt für die nationale Ebene nachgewiesen hat, unterstreicht der Fallstudienvergleich dessen Bedeutung für die lokalen Ordnungen innerhalb Jordaniens. Zugleich verdeutlicht dies, dass zukünftig systematische Untersuchungen der national-lokalen Verflechtungszusammenhänge stärker in den Mittelpunkt der Forschungsagenda rücken sollten.
